Excess input VAT cannot be refunded in China, causes huge financial burden for the firms to run. Using a merged listed firms’ data, this paper explores how the listed firms manage the output VAT recognition to minimize the cashflow lockup. We find that firms with substantial input VAT carryovers will seek ways to increase their output VAT credits through related-party transactions (RPTs), which accounts for 10% of the RPTs in China. The result is more pronounced for financial constraint firms and exists only when the related party has capacity to deduct the input carryovers of listed firms. When China allowed the refund of excess input VAT since 2018, we do find the RPTs decrease significantly in the piloted industries.

范子英,上海财经大学公共经济与管理学院教授、博士生导师,国家级人才计划特聘教授、上海市曙光学者。主要研究领域为财税理论与政策,在American Economic Review、《中国社会科学》、《经济研究》等顶级期刊发表学术论文60余篇,研究成果多次获得教育部和上海市的科研奖项。主持国家社科重大招标项目、国家自然科学基金项目、国家重点研发计划,以及教育部、财政部和上海市等三十余项科研项目。
