竞赛背景

生態文明是人類文明發展的一個新的階段，即工業文明之後的文明形態;生態文明是人類遵循人、自然、社會和諧發展這一客觀規律而取得的物質與精神成果的總和。生態文明是以人與自然、人與人、人與社會和諧共生、良性迴圈、全面發展、持續繁榮為基本宗旨的社會形態。從人與自然和諧的角度，吸收十八大成果的定義是：生態文明是人類為保護和建設美好生態環境而取得的物質成果、精神成果和制度成果的總和，是貫穿於經濟建設、政治建設、文化建設、社會建設全過程和各方面的系統工程，反映了一個社會的文明進步狀態。

中華民族生態文明發展模式是一個必然實現的中國夢，是中華民族從人類世界歷史生態、文化生態和現實生態出發，在生態全球化背景下，以提升人格文明、生態文明、產業文明為發展方向;以發展憲政、優化體制、優化結構、促進公民意識和認知水準;以真誠的民主來反映公民的社會存在，建立社會公眾信仰及其相應的倫理精神的法制秩序，讓社會各階層利益公開自由的表達權利以期讓社會真理能夠真實的公共表達;將人格品質的提升放在國民教育的首位，來提高人在群體公共事物中的智慧能力;將生態文明發展放在戰略首位，來提高文明產業化社會的上升能力;將未來優先的戰略放在國家建設的首位，來提高國家在國際社會中的戰略產業能力 ;將公眾人本信念及其相應的倫理精神的法制秩序放在推動聯合國改革的首位，讓國際社會各階層利益公開自由的表達權利以期讓社會真理能夠真實的公共表達，來提高聯合國維護和尊重人的能力，走生態文明發展的國家發展道路。
