为深入贯彻落实党的十九届五中全会精神，深入实施创新驱动发展战略，吸引和集聚各类粤港澳人才有效融入和引领广州经济社会发展，广州市税务部门结合大湾区港澳台青年创新创业需求和国家税务总局今年7月修订的《“大众创业 万众创新”税费优惠政策指引》，归集整理了支持港澳台青年创新创业税收政策汇编（下称“汇编”），汇编分3大类96项内容，涵盖粤港澳大湾区个人所得税优惠政策，非居民个人和无住所居民个人相关税收政策，创新创业税收优惠政策。

广大来穗创新创业的港澳台青年可以对照《汇编》，找到适合自身发展的税费优惠，充分享受政策红利。广州市税务部门也将持续深化税收征管改革，不断创新服务举措，确保“双创”优惠政策不折不扣得到落实。

In order to effectively accomplish the implementation of the essence of the Fifth Plenary Session of the 19th Central Committee of the Communist Party of China, implement in depth the innovation-driven development strategy, attract and gather all kinds of talents from GBA and lead the economic and social development of Guangzhou, Guangzhou Tax Service, taking into account the needs of youth in GBA andrevised by the State Taxation Administration in July 2021, has collected a compilation of tax policies to support innovation and entrepreneurship of youth from Hong Kong, Macao and Taiwan (hereinafter referred to as "the Compilation"). The Compilation includes 3 categories and 96 items, covering preferential policies on individual income tax in GBA, policies related to non-resident individuals and non-domiciled resident individuals and preferential policies for innovation and entrepreneurship.

Youth from Hong Kong, Macao and Taiwan who come to Guangzhou for innovation and entrepreneurship can use the Compilation to find suitable tax concessions and fully enjoy the benefits.Guangzhou Tax Service will continue to deepen the reform of administration of tax collection and innovate services, make sure the "dual innovation" preferential policies are implemented without compromise.
