近期一些外籍人签证政策解读 Recent Policies on Foreign Visa

1. 希腊雅典VASC（中国签证申请服务中心）近日发布的《签证申请须知》中提到可以受理“已取得《外国人工作许可通知》，拟赴华工作的申请人”递交工作“Z”签证申请，表明外事办邀请函（PU）已不再是必要的申请材料。赴华探亲人员的签证申请条件也有所放开。

The Chinese Visa Application Service Center (short for VASC) in Athens had recently published a notice of“Updated information for visa application“, stated that the center can accept ordinary visa applications for those who had obtained the “Notification Letter of Foreigners Work Permit"  for working in China without a PU Letter issued by the Foreign Affairs Office. Visa issued to the applicants who intend to visit their immediate family member (foreign nationals included) in China become possible now from the VASC.

备注：申请以上签证类型的外籍人先要将材料发给使馆进行预审。

目前除韩国外，希腊是第二个申请中国工作签证可以不提交PU邀请函的国家。

Note:

The applicants should submit their documents to the Embassy for their pre-approval before applying the visa.

Up to date, besides Korea, Greece is the second country that will issue a Chinese Visa for work without a PU Incitation Letter.

1．9月2日，中国驻法国大使馆发布了关于调整法国籍人员入境中国的政策通知，解除去年11月5日发布的“关于暂时停止持有效中国签证、居留许可的在法人员入境的通知”的禁令。允许法国人持三类有效居留许可直接赴华。

On 2 September, the Chinese Embassy in France issued a notice on the adjustment of the policy of entry by French Nationality into China, lifting the ban of Temporary Suspension of Entry from France into China by Foreign Nationals Holding Valid Chinese Visas or Residence Permits issued on 5 November last year. French nationals are now allowed to enter China directly with the three types of valid residence permits.

2. 9月2日，中国驻美国旧金山总领馆发布关于“从旧金山、西雅图赴华航班乘客健康码申请相关要求的调整” 通知：持有效工作、团聚或私人事务类居留许可人员，即日起无需发邮件提交预审，直接按要求进行“双检测”并申请健康码。允许外国人持三类有效居留许从美国旧金山、西雅图直接赴华。

On September 2, the Chinese Consulate General in San Francisco issued a notice on "Adjustments to the requirements for the application of health codes for passengers travelling from San Francisco and Seattle to China": from now on, holders of a valid residence permit for work, family reunion or private matter don’t need to send an email to submit an application for pre-approval, but undergo as required for “the Both Tests” and apply for The Health Code directly. Foreigners with valid residence permits of the three categories are allowed to travel to China directly from San Francisco, USA.

备注：截至目前，仍有以下12个中国驻国外大使馆未解除“暂停持现行有效的中国签证及工作类、私人事务类和团聚类居留许可入境中国”的禁令：英国、比利时、意大利、菲律宾、孟加拉、印度、俄罗斯、乌克兰、埃塞俄比亚、尼日利亚、加拿大、和阿根廷。请持居留许可的外国人避免从以上国家入境中国。

Note:

Until now, the following 12 Chinese embassies abroad have not lifted the ban on " Temporary Suspension of Entry into China by Foreign Nationals Holding Valid Residence Permits for work, family reunion or private matter ": UK, Belgium, Italy, Philippines, Bangladesh, India, Russia, Ukraine, Ethiopia, Nigeria, Canada, and Argentina. Foreigners with valid residence permits are advised to avoid entering China from these countries.

1. 8月30日，中国驻韩国大使馆更新中国签证申办，提到：外国人及随行家属申请来华商务访问、工作、学习及人道主义类签证时，需完成新冠肺炎疫苗接种后方可申请签证，申请时需提交疫苗接种证明。从9月14日起，外国人来华前，所有接种疫苗人员须待完成全程接种结束14天后方可进行“双检测”并申请健康码。

30 August, the Chinese Embassy in Korea updated the Chinese visa application process, mentioning that foreigners and their accompanying family members applying for visas for business visit, work, study and humanitarian purposes in China are required to complete the COVID-19 vaccination before applying for a visa, and they must submit the proof of vaccination when applying. From 14 September, all vaccinated foreigners will be required to wait for 14 days after the completion of the full vaccination before they can undergo the both tests and apply for a health code.

2. 中国驻美国旧金山总领馆在9月2日发布的关于“从旧金山、西雅图赴华航班乘客健康码申请相关要求的调整”这个通知中也提到：完成接种人员在接种疫苗所需全部针剂数量14天后才可进行“双检测”并申请健康码。完成接种后未满14天即进行“双检测”者，无论检测结果是否符合“双阴”要求，将无法获发绿色健康码。

Consulate-General of China in San Francisco has issued a notice on “the adjustments of the requirement for Health Code application for passengers fly from San Francisco and Seattle to China”, which mentioned that the passengers should have been inoculated with full required dozes of the vaccination for no less than 14 days before they undergo the both tests and apply for the Health Code. Those who undergo the Double Tests within14 days of vaccination will not be able to obtain a green health code regardless whether the test results meet the "double negative" requirement or not.

3. 中国驻克罗地亚大使馆在9月2日发布的“关于更新部分赴华签证受理范围和条件的通知”中也提到：“除因年龄、身体状况（需提供医院证明）无法注射新冠肺炎疫苗人员外，签证申请人均应注射疫苗。

The Chinese Embassy in Croatia has also issued a “Notice on Updated Requirements for Chinese Visa Application”, which mentioned that Except for those who cannot get the COVID-19 vaccine due to their age or physical condition (hospital certificate is required), visa applicants should be vaccinated.

备注：鉴于注射两针疫苗需要花一个月时间，所以建议拟赴华人员尽早接种疫苗，以节省办理签证的时间，能够按时来华。

Note: Given that the two vaccinations take almost one month to be inoculated, we suggest the passengers come to China get the vaccination as early as possible to make sure you can get the visa and come to China in time.
